The Failure of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the outgoing year. By day, political struggles are conducted: optimistic declarations are delivered from various governments. Immense energy is devoted on containing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a ability enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats flew past – modern combat jets provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense thundered: several firings fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to grim resignation: possibly the approaching threat won't cause damage this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Not long after, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.

With pauses, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, damage and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a need that regional partners are clearly incapable to substitute in the near term.

Failed Diplomacy

The 28-point plan from Washington sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new proposal from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This trend will, undoubtedly, persist.

Political Considerations

It is convenient to criticize certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a premise understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is unrealistic to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through words or deeds, from assuming that the situation will not change more in its benefit in the months ahead.

Divergent Views

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their incentive to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a complete military breakdown until situations evolve in its favour.

Current Realities

Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a only one week to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, latest revelations, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
